Yes. In Files view, drag any file up or down to set the sequence. Prefer to work page by page? Open Pages view and drag individual pages into place.
Yes. Switch to Pages view to see every page from every file. From there you can delete a page you don't need, duplicate one you do, or drag pages into a new order before merging.
Yes. Rotate a single page from its page actions, or use Rotate all to turn every page in one step.
Yes. Use Add file at any point to bring another PDF into the set — you don't have to start over.
Once the merge finishes you'll see a confirmation with the file name and page count, plus a Download PDF button. You can also choose Merge more files to start another combine.
